Timesheet says "Close" and not "Submit for Approval"

I recently noticed that where it normally says "Submit for Approval" on my timesheet, it now simply says "Close". 
Is there a reason for this? Could it possibly be because it is changing from one approver to another approver (which is in process)?

If the timesheet approver if blank it will have close rather than submit for approval since there is no one to approve.
