The new resource management solutions look at user and job roles assigned to tasks/issues. They don't look at team assignments. It's important to note that the new resource management tools do not talk with the legacy tools and vice versa. One of the courses shows you which of the new tools provide the information that was displayed in the legacy tools. If you're looking at this utilization report, it is important to note that it will be removed from Workfront in 2018.
