You should not be able to turn off directed updates (email notifications)

When someone is included in a directed update, they should get the notification, in email and in the system.

You should not be able to turn this notification off.

At the very least, there should be a way system admins can set specific notifications for their users that they feel are mandatory Workfront communications their teams should be getting.
