Use Interface layout template terminology in 'Edit Project' dialog box

If you use interface layout templates terminology to globally replace the terms Portfolio and Project, this does not reflect in the 'Edit Project' form that appears when you edit a project or convert a request to a project. The navigation pane still has 'Portfolio' as the section heading, and the drop downs are still listed 'Portfolio' first and then 'Program'. This is confusing for new users.

All instances of the 'Edit Project' dialog box should use the terminology specified in the current user's interface layout template.
