Set Estimated Hours for Issues at System Level

Description - Give ability for system admins to set estimated hours for issues at the system level instead of just the project level

Why is this feature important to you - Project managers have to edit queue details for each project to set the automatic estimated hours

How would you like the feature to work - Add a system-wide setting for admins to adjust automatic estimed hours for issues from 8 hours to desired amount

Current Behaviour - System default is 8 hours for new issues with no way to edit at the system level
