"Assume On Time by Date" Task Tracking Mode

PROBLEM: Tasks that are assumed to be on time do not show any % complete until done if assigned users do not provide any input, even on Auto Complete mode.

SOLUTION: A new Task Tracking Mode: "Assume On Time (by Date)".

This mode would update the percent complete automatically based on the duration of the task. Example: a 3 day task on day 2 would be automatically assumed to be 1/3 complete (33%).

All planned hours would be assumed 1/3 done, etc. Manually changing the % would default the task back to "User Must Update".
