Description - Multi-level groups structure provide enormous benefit and enterprise-level management. Many settings preferences propagate throughout a hierarchical groups structure and allow for group-level control. Project Preferences and Task & Issue Preferences are examples of this. This same level of hierarchical control has not been carried consistently for Events Notifications. Hierarchical control for Events Notifications is needed for true enterprise management.

How would you like the feature to work - Need ability to lock/unlock propagation of settings at *all* group levels and allow those settings to be fully editable at any level where the parent level has that setting unlocked.
Current Behavior - Current behavior does not allow event notification settings to be edited beyond the first level.
