Enforced Predecessor Relationship with task is "Complete - Pending Approval"

Currently, a dependent tasks shows as ready to start when the predecessor is "Complete - Pending Approval". We need the ability to have dependent tasks not show as ready to start until the preceding task is approved and therefore truly complete.

    I see little difference between these 3 requests and feel that they probably should be combined.

    This seems so obvious that my users assumed that was how it already works - as a result we had incomplete/inaccurate items sent out (because the "send item" task said canstart=yes) when the predecessor task was complete-pending approval. I agree & think this idea should also be expanded so that a dependent task does NOT show as "Can start = True" when the predecessor task has the status "Complete - Pending Issues".
