Enable a workflow on a cross project predecessor

In our organization we use a lot of cross project predecessors. In many cases we have a "master" project that contains tasks that link to multiple "child" projects. Our users are complaining that they are unable to tell why dates are moving due to cross project dependencies slipping.

We would like the ability to:

1. Put an approval process around creation of a cross project predecessor. We want both the person linking, and the person that owns the linked project to agree on the dependency.

2. Be able to highlight changes in dates from other projects that change task dates. Allow the linked project owner to accept/reject the new dates.
