Email Notification Of Announcements - Members of Same Group Not Receiving

I send Workfront Announcements frequently.

I send these Announcements to the "Groups" we have defined, to ensure all users receive them.

I rely on this "Email Me When" feature being active (it's on by default when we onboard new users), so users get an email notification of new Announcements:

The challenge: we have users in the same Group that do receive email notification, and some that don't. It's incredibly frustrating!

We have a total of 162 Users (out of 290 active Users) that aren't receiving email notification when I send to their Group.

Anyone else experiencing this?

And yes, the Workfront Helpdesk has pointed out the workaround:

All Announcements are stored neatly in the Announcements archives.

But I want the email notification functioning as it's supposed to.
