Deny with early error message, non-owner attempting to upload a new proof version

Currently, if a Manager with Proof access opens up a workflow of an existing proof but is not the Owner or the Delegated Owner, she/he can still attempt to “Add a new Proof / Version” and go through the entire upload process but would be ultimately unsuccessful in generating the proof. The system should remove the ability to upload new document/version if the user is not the owner or delegate owner.
