Allow requestors to duplicate previous request, edit the form information and submit as a new request.

We have requestors who create updates to many preexisting jobs. They would like the ability to look at past requests, Duplicate, edit and submit as a new request. This will save them from have to enter all of the information again when only a few fields change every time.
