Allow budgeted hour reports to include deactivated users

Description: 

Support option to include deactivated employees with allocations on the budgeted hours report (or maybe create a new report for this purpose)

 

Why is this feature important to you:

These allocations need to be moved to active employees for work continuity, but there is no way for admins to see what work needs to be replanned.

 

How would you like the feature to work:

Would like the option to include deactivated employees with allocations.

 

Current Behaviour:

The current budgeted hours report automatically excludes deactivated employees, even if those employees had allocations at the time they were deactivated.
