I would like the ability for bulk comments opened up to all licenses. some times we have the same offer hitting 3-5 different projects and it would be great if the designer could ask the person in charge to make sure they check all area for the same correction. also it would be great for the requester to be able to add the same offer change as one comment on several jobs they have asked to be complete. this is the only part i think they should have more control over. thanks for your time.
*Help desk reply: The reason users may not be able to comment in bulk is that they may not have Manage permissions on all the items they select. If there is at least one project in the list they select where they don't have Manage permissions, they will not see the Edit button, so they will not be able to comment in bulk for those projects. Same thing for the requestor, but instead of projects, they would need Manage permissions on issues/ requests.

*Help Desk: Yes, you would open up the access all the way to managing the project - which is pretty powerful. This includes access to change the timeline . You can restrict editing the custom form by giving them access to Manage, without Edit custom form (notice that it is unchecked in this screen shot):
But they will be able to change the dates on the tasks, as they will inherit this access at the task levels. You could change the sharing on the tasks to not inherit anything from the project level, but this will have to be done for each task, and this can get pretty laborious.
For requestors, having Manage rights to their requests would not be too bad, I think, and you could restrict editing the form there, too. But they could change the dates in the requests as well with Manage rights.

*Help Desk: So, yes, you are right, we should allow the Comment piece for even people who only have View Access to items, but ... the way it is built now, you cannot access the Comment section for items when you select them in bulk unless you click the Edit button. For being able to even see the Edit button, you need Manage access (neither of the other two would work).
So, I think we should submit this to Idea Exchange, so that Product can work on disconnecting the Comment function from the Edit button. We should simply have a Comment button in the top ribbon, above any list of items, which should only require a View access to those items. I cannot submit features to the Idea Exchange, but it is open for you. So, if you could submit this as an idea, this would be great. I agree with you - this would be a good feature to have.
