The official answer to that is Adobe states in the documentation the
Header Code must be placed within the tag, and doing it any other
way is not supported. Embed Code and Hosting Options Header and Footer

It would be nice for Marketing Channels to copy over too. And possibly
any SAINT import FTPs that the original is included in? I also agree it
would be nice to have checkboxes to choose what you copy.
