1. A few years back the license fees was based on Mbox calls, but later Adobe changed the contracts to reflect Page Views. But I believe at the backend they still bill as per the page views that make the Target server calls (delivery calls or Mbox calls).
Page views is used as a simplified metric to track the server calls assuming Target is deployed across the website. But if you limit Target calls on specific sections on the website only those page views would be counted towards billing. But be mindful, by not firing Target calls on some sections you run the risk of losing conversion metrics / engagement metrics happening on those missing pages.
2. No, typically running more Target experiments won't increase the server call usage if you leverage the global-mbox for delivery of all experiments. IF custom-mbox implementation is done to qualify users to different experiments that could have an impact on server call usage.
