xfa to pdf generation

What Adobe platform would I use to programmatically generate a static pdf from a xfa file?

It varies...are you using dynamic or static XFA forms? I believe LiveCycle Forms can flatten static, but only LiveCycle Output can flatten dynamic. I do not use either technology so I am not 100% sure of this. You can also look at third party tools, such as iText and DataLogics that have similar capabilities.
