When using ES4 and creating new Master Page for size change I can create one new size page and then get original size. What am I doing wrong

With ES4 I need 8.5x11 pages and 14x8.5 landscape pages.

I added a new Master Page and then selected New Page and all was fine.  Went to create the second I got 8.5x14 and could not reorient it.

Any guidance?
