I am creating an interactive form with Livecycle where I need the end user who only has Reader to be able to fill in the form, attach a seperate document, insert a dynamic stamp and save the filled in form.
I have enabled additional features, this has allowed the user to save the filled in form, but they are still not able to attach a form or insert a dynamic stamp (or do any commenting actually).
Is there a way to allow th end user all these capabilities?

If you do not need certain dynamic features, save your form as a static PDF, then try again. You may need to enable extended rights in Adobe Acrobat.

How did you enabled or extended features ?
I suppose you used adobe Acrobat. If yes then that was the time to allow user to do other things as we'll.
Choose commenting, filling and printing.
If you designed in Livecycle designer, please make sure you set the target version latest to use the most latest features.

I tried saving it as a static PDF form and I enabled extended rights in Adobe and I still get an error when I try to add a dynamic stamp or try attaching a document. The error says that it is an interactive form and has special features and cannot be treated as a regular PDF file.

I did use Adobe to extend the features and the target version is set to the latest version. When I extend the features in Adobe I have the option to "enable additional features" which allows the user to save form data, sign an existing signature field and digitally sign the document anywhere on the page, but there is a note that says that security permissions already existing on the document do not allow commenting or signing anything but an existing signature field. Or there is an option to allow commenting and measuring but when I select that option I get the error saying that says that it is an interactive form with special features and does not allow commenting.
Any other suggestions?

Sorry for late reply.
Looks like you have added password using designer. Please use adobe acrobat to open that form. Then go to File and open properties. Select Security Tab and if you know the password you can change the settings to allow you commenting and other things.
I recommend choose " Commenting, filling and save form" option.
Otherwise send your form I will do that.
