How can the user return a submited task?

Hi,

I do not know if my question is easy to answer or not, but I spent much time to figure how can I give my end user the ability to retrieve a sent task before the following user prepossessing it. specially if the user discovered that he did not complete his task in a proper way??

Only administrator can pull a submitted task. Unfortunatelly, the requester cannot withdraw his/her request.
