Creating Accessible Horizontal Tables

I've been tasked with creating a guide on how to use Livecycle to create accessible forms. One of the problems I'm encountering is replicating in Livecycle the horizontal tables that my department uses. I have not found a way to create a header column nor a way to have a column span rows like you would in HTML. Here's an example of what I'm talking about:

Hiring?Independent/Regular AuthorityEffectively RecommendN/A
Determines Work Assignments?Independent/Regular AuthorityEffectively RecommendN/A
Writes Performance Evaluations?Independent/Regular AuthorityEffectively RecommendN/A

This issue has been a thorn in my side for 3 weeks and I'm really hoping someone out there knows the answer or a process to do this.
