Cannot select some of the items in drop down having bound values to items

Can anybody please help me out why I cannot select 
some of the items in the dd.

Values like

Montgomery

Tuscaloosa

Phoenix

Prescott and many more cannot be selected in second dd. I tried many different viewers. 
 
 
While any item in the dd on left can be selected. DD on left is not having bound values associated with items. While the dd above have items and bound values.

The problem is you're using the same bound value for different items.

The bound values have to be unique too.
