Cannot get page to flow (even with flowed selected and Allow page breaks)!

I know I am missing something really stupid here but I cannot get page 2 to flow onto another page if the text boxes get too big.

here is the breakdown:

Page 2, inside is a subform (positioned) inside that is another subfom (flowed+allow page breaks) with a bunch of text boxes set to expand to fit.

As the text boxes expand they push the ones below further down the page but when they get to the end of the page, they just drop off the end and dont flow onto a new one??

Any ideas why??

Did you save the document as Dynamic?

1) Goto File menu -> Form Properties and select Defaults tab. Change the Default Render Format as Dynamic XML form

2) Select the Preview Tab. Set the Preview type as "Interactive Form" and Preview Adobe XML form as Dynamic XML form

3) Finally while saving the PDF select Save As Type as "Adobe Dynamic XML Form".

Also make sure you have set the root subform (for example Page1) to Flowed.
