Can you lock a PDF for editing?

Just wondering if there is a way to lock a pdf when someone hits the 'submit by email' button.



Our business requires users to be able to email a form back to our records department, but we don't want it to be editable once received.



Is there any way to either lock it upon hitting the email button, or having a separate button that locks (possibly password protects) the form.
