Batch failure due to timer shut down

We are observing batch failure repeastedly with the following error message.

 

Description: "cannot enqueue after timer shutdown Non AEP Exception"

 

What does this error mean?

Why does it happen?

If it's happening repeatedly, how can it be resolved?
