Can we able to add the Alloy.js code directly inside the Platform debugger and can we able to test whether Web Sdk is integrated in AEP and Adobe Target? Please help me out.

If you are having trouble using Debugger or is a implementation without Adobe launch try using AEP Assurance.
You can pretty much do all testing ( analytics, target etc..), and if i'm not wrong the AEP debugger is built using the Assurance API's.
