What is the correct usage of the blueprint when we are going to create the content structure for a website.

What is the correct usage of the blueprint when we are going to create the content structure for a website. I have read the documentation which is not clear how to apply in practice.

I have the following concerns and queries 

1) do we have to create multiple master copies in blueprint for the multilingual multi countries approach.?

2) can i create with " countrycode_languagecode " example "ae_ar" ?  or do i need to use "ae_ar" or "ae-ar"

3) I can see the languages nodes under "/libs/wcm/core/resources/languages" which has some set of language codes for as " languagecode_countrycode " (example "zh_tw") and where as the I18N json files under libs "/libs/granite/i18n" are having a difference code  " languagecode-countrycode " (example "zh-tw "). why this inconsistency in aem tool level.?

4) also i have observed that while creating a site from the existing blueprint if the language code changes from two digit example "ar" to any other code format "ar-ae" the dialog is not able to display the language code for selecting the check box.

Yes, I have gone thrugh the document, but it doesn't give me the clear understanding of the usage of blueprints with use cases and also am not able to figure out the answers for my above stated questions from the documentation. Please help out.
