view properties icon

We are facing some issues, when we login as non admin users we are not able to get the view properties icon once user selects multiple assets. When we give the write permissions on root folder level to that user then the icon is coming. But as that user is read only user we should not give any permissions like that. Please help me to do this.

I am not sure whether the users with read only rights would get to see the page properties or assets properties.

ya..but is there any way to display the viewproperties icon in multiple selection of assets?... for read only user...
