User associated to two group is not able to trigger workflow when each group has its own set of workflow trigger permissoins

Hi,

Problem: There are two workflows and two groups. Group1 can trigger Workflow1 but cannot trigger Workflow2. Similarly Group2 can trigger Workflow2 but cannot trigger Workflow1. 

Now if a user belongs to both the groups, he is not able to trigger any of them. Ideally he should have been allowed to trigger both.

I am not sure on this but with the behavior, I think it applies an 'AND' condition here
