We would like to follow below URL to implement a Cold Standby Author in our environment.

However, we got the message from Adobe Sales team that this is actually not a "Cold Standby" and the other instance also need to subscript license. Therefore, I am confusing whether it is right or this online document needs to modify its topic because this kind of "Cold Standby" is not a real cold standby and requires license cost.
Do anyone have the same experience?
