Starting AEM 6.0 with a specific run mode

The order of resolution given here(https://docs.adobe.com/docs/en/aem/6-0/deploy/configuring/configure-runmodes.html) is as follows:

1. sling.properties file
2. -r option
3. system properties (-D)
4. Filename detection

But, after actually starting AEM 6.0 in different combinations and permutations I found the order to be as follows:

1. sling.properties file
2. system properties (-D)
3. -r option
4. Filename detection

Can anyone explain to me why this is so? and which one is correct?
