rte issues with different environments

I have a rich text rte where all left center and right alignments are disabled.

I have 2 different scenarios

1. when I login to our UAT with admin admin credentials, i can see no alignments,as expected.

2. but when i login with my company's credentials   , I can see all alignments enabled.

This is weird as at first i thought it looked like a permission issue. 

Are you getting any browser 404 errors when it tries to load the page?
