Adobe Experience Manager is enterprise software so you typically need to engage with the sales organization to buy it, there isn't a process to buy/download it digitally. 

If you go to http://www.adobe.com/solutions/digital-marketing.html and scroll to the bottom you'll see contact options for the sales organization.
