Full AEM 6.1 Content into Another System

What is the recommended approach to replicate say a header/footer that currently displays today in AEM 6.1?  Are we looking at needing to interface with the repository itself to pull out the node content and generate our own page in the other system?

Caveat: We don't currently use Dispatcher so utilizing their statically generated .html pages isn't an option.

You can pull the content from AEM by directly accessing the header and footer component URIs from AEM. Or you can use static replication agent to export the content out of AEM to a file system path. Your application can include that static HTML directly from the file system folder.
