Enabling RTE on textarea field for only TouchUI dialog?

I'm having a lot of trouble following the documentation on this. 

So my component only has a dialog box for TouchUI. What do I need to do in order to enable RTE on the text area (granite/ui/components/foundation/form/textfield)?
