Dispatcher: new ipv4 property for the /render sections

Hi,

This new property can be important when the hostname of your render instance is associated with multiple IP addresses, and resolving the hostname results in a list of IP addresses where the order never changes. Amazon ELB behaves in this way. To randomize the order of the list, set ipv4 to 1.
