Design Dialog and Policy AEM 6.3

All New Core Components in 6.3 have design dialog but these dialogs can only be used in Editable Templates using Policy. If I don't include the specific component in the template but allow that component to be used in the template later on, there is no way to configure the Policy on that component. Is my understanding correct?

I haven't been able to find out a way to configure policy of the component without using in the template. i.e. If the component is directly included in the page, there is no possibility to change the policy of that component.  Correct?
