Can we store Clientlibs inside dam or if yes , is it good practice to store Clientlibs inside dam?
Actually my client wants to update the CSS and JS from Dam and he wants to give rights to author to change/update the Clientlibs(CSS ,JS with css.txt/js.txt )files from dam only.I am not sure is this a good practice or is it possible in CQ. Please suggest.

It is possible but not recommended from security perspective . See more details [1]. Also you loose the power of modularity of Organizing and optimizing the serving of client code and have to include the script using include tag with path rather than category. Plus additional code need in case you want to shortcut or hide the actual location of path.
