[BUG] rte default tags

 Hi,

I'm using CQ5.5, the variable inside the richtext changes its value on the base of the browser.

Firefox: if i insert X -> <p>X<br></p>

Chrome: if i insert X -> <p>X</p><p></p>

Is it a known bug?
