AEM 6.1 Upgrade - Missing Tags after upgrade

We have upgraded our AEM server from AEM 6.0 (SP1) to AEM 6.1. We are seeing tagging is missing after upgrade. We are also not sure if its missing after upgrade or its deleted by someone... Is this a common problem with AEM 6.1 upgrade. Basically we want to make sure this should not happen on production environment. Please help if this a common issue & if there are any fix for this. It should not be the case. Please check if those tags are there in the previous version or not.

Was this resolved?  I have the same behavior after upgrading 6.0 to 6.1 and applying SP1.  The /etc/tags folder is missing.
