Hi Team,

Since we came to know that, Adobe Lifecycle designer is now Adobe Experience Manager.

Can you tell me whether it is freeware or need to procure. or if freeware what are the licence terms and conditions using in commercial zone.

That's a module of AEM under the name AEM-Forms. It is a licensed product and you might want to get in touch with Adobe Sales team for more details.

Gaurav is correct - LC product is not AEM Forms. You need to talk to Adobe Sales.
