Does the component converter always reference the highest version of Core Components?

Component Covertor takes a pattern to look for and replacement value as configuration. Hence, it is recommended to configure it to a core component proxy that is required for the needs and the convertor it self does not make a determination rather its the configuration provided will make that decission
