I am trying to create a new layout template with a grid of 20, but it will only allow me to go up to 12. Is that a limitation of the system?

Yes, the maximum number of grids is 12.
Is it possible to add that to the dialog box so people don't run into that issue in the future?
Although the maximum number of Columns is 12, you can adjust the aspect ratio: 2:1, 3:1, 4:1 to get a much higher resolution grid so that you are not so limited in your browse page design.
