Hi,

What are the minimum pre requirements that an Android/iOS device need in order to run a DPS' created app?

you need Android 4.4 as a minimum requirement.

‌tthe minimum iOS version is iOS 8.

And for Windows it is 8.1.

For Digital Publishing Suite the requirements are listed at https://helpx.adobe.com/digital-publishing-suite/help/dps-system-requirements.html. I swear Bob had a version of this for Digital Publishing Solution but I couldn't find it last night. I'll ask him today.
