Disable downloading assets from Brand Portal - Status changed to: Investigating

Request for Feature Enhancement (RFE) Summary:	Users should not be able to download the assets from Brand Portal, if they have reached expirationDate.
Use-case:	To maintain consistency and compliance.
Current/Experienced Behavior:	Currently its not blocked in brand portal
Improved/Expected Behavior:	Non admins should not be able to download assets from brand portal, if it has reached expiration date.
