Is it possible to use the save as draft feature if you're not using an adaptive form?

I am converting an ES4 HTML5 form to AEM 6.1 for the purpose of adding attachments. I've read in the documentation that you can save as draft by adding a line to the custom profile but it's not working. Does this feature only work in adaptive forms?

What do you mean by converting an ES4 HTML5 form to AEM 6.1? Can you please elaborate the steps you followed.
