How can we enable some button functionalities for asset file and some for folder level in Granite UI?

Some buttons like 'Annotate' are available for a asset file in the assets,html and some buttons like Create review task is available only at a folder level. How is this done? How can we enable and disable buttons based on a folder or an asset ?
