Side menu bar in master page not working ??

My Name is paras
I Design Website for my one of the client
I made the side menu bare in the master page in master page is working properly .
But in my main Design page in all the page its going behind the my design.
Before Update Muse Responsive its working.
and also I need your help for Parallax Scrolling image bez. My Design is related that in new update we not us the scroll Effect in responsive Design its only work in fixe layout.

This design is 100% Width & 100% height in any devise. can we made like this.
