I am considering purchase of Adobe Photoshop Elements 13 and need to know if PSE-13 has a tool for creating cameo-oval frame presentations. I have had a 'Graphics Guy' do this for me last year but he has disappeared. The header I am wanting to build is very similar to my YouTube Header... Herman Clifford Wall jr - YouTube
So my question is: does PSE-13 have a tool to create oval frames as in the above presentation on youtube?
