Dynamic Configuration of Data on a different cloud

Could the client configure where data is stored, once everything is installed, and the system is up and running?

Or it should be specified only before these are done?

Which data are you asking the question about?

As a general rule, no, data being used within Adobe solutions is stored in Adobe's datacenters. For example, you can't configure Analytics to use your own AWS or Azure instance.
